A Selection of Consultancies From the Past 3 Years

AusAID M&E Framework Quality Audit

The Australian Agency for International Development (AusAID) engaged us to review around 40 M&E frameworks submitted by contractors and multilateral partner agencies.  We facilitated a Quality Assurance Groups (QAG) with AusAID staff in Canberra, East Timor and the Philippines.  We documented the strengths and weaknesses of each framework, and prepared a 'Good Practice Guide' and a series of 'Good Practice Examples' to inform M&E framework preparation.

ChildFund Australia--Vietnam

ChilFund Australia operates a multi-sectoral program in Vietnam.  Aid-IT Solutions consultants were engaged to conduct a series of M&E training workshops in Hanoi commencing in May 2006. The workshops included the development of detailed implementation plans and user training for their monitoring and evaluation information system.

World Vision Australia

World Vision Australia engaged us to conduct an impact evaluation of their World Food Program (WFP) protracted food relief program that had been supporting internally displaced persons (IDPs) in Azerbaijan for around 10 years.  A range of quantitative and qualitative research methods were employed to develop a comprehensive appreciation for the context.  We then negotiated a new strategic non-food-aid program with the Government of Azerbaijan and WFP involving the strengthing of IDP civil society and micro-credit assistance.

AusAID Cluster Evaluation Pakistan Earthquake

A number of organsations were involved in a response to the 2005 Pakistan earthquake emergency under AusAID's Cooperation Agreements for Emergency Response (CAER) Program. In 2003, AusAID signed Cooperation Agreements for Emergency Response with a total of 5 Australian NGOs for a period of three years. The goal of these agreements was to improve capacity to respond rapidly to humanitarian emergencies in Australia's region.  The evaluation team, lead by Aid-IT Solutions' Principal Consultant, Paul Crawford, found the responses of the four NGO's engaged in the Pakistan earthquake emergency to be satisfactory or above overall. PACAP M&E Framework

The Philippines-Australia Community Assistance Program (PACAP) is a AUD28million program providing small-grants to around 150 NGOs and community organisations each year throughout the Philippines.  The program is funded by AusAID and managed by Hassall & Associates International.  We were engaged in 2004 to develop the M&E framework for this complex program, and will continue to provide technical advice and MEIS support until 2009.

Oxfam GB Tanzania

Oxfam GB Tanzania focus is on sustainable livelihoods, rights of pastoral communities, education, and HIV and AIDS. In 2006 we were engaged to conduct an M&E planning workshops to develop a detailed implementation plan and deploy a monitoring and evaluation system for the EQUIP project in the Shinyanga District.  In 2007 a similar program was conducted in the Arusha District for the Ngorongoro Pastoralist project.

ADRA Mozambique, ADRA Zambia, and ADRA Malawi

Aid-IT Solutions was invited to provide M&E training for project teams of ADRA's SAFARI program as part of AusAID’s Australian Partnerships with African Communities (APAC) partners in Southern Africa. Our consultants conducted a series of workshops to facilitiate the development of detailed implementation plans and the deployment of a monitoring and evaluation system through a series of workshops at country level.

Childfund Impact Evaluation

ChildFund Australia successfully won an Australian Partnerships with African Communities (APAC) grant from AusAID in 2003.  The ChildFund program aims to improve psychosocial support systems for children and youth affected by HIV/AIDS in Uganda, Kenya and Tanzania.  We were engaged in 2004 to design a comprehensive and yet simple impact assessment survey instrument to be deployed in a sample of communities in the three target countries.  ChildFund Australia utilised our form recognition technology to streamline data entry from 800 paper-based survey forms.  We carried out statistical analysis of the survey data and prepared a report on the survey findings.  We will repeat the process at project mid-term and endline in 2008.

IFRC Curriculum Development

In early 2005 the Asia Pacific Service Centre of the International Federation of Red Cross and Red Crescent Societies (IFRC) engaged us to research and document the theoretical justification for a M&E capacity building curriculum for program staff within national societies in the region.

AusAID NGO Cluster Evaluation

In 2005 the bilateral aid donor of the Australian Government (AusAID) commissioned a cluster evaluation of a sample of six partner NGOs operating in Cambodia under the AusAID NGO Cooperation Program (ANCP).  We were engaged by AusAID to help design the evaluation methodology, implement the field work in Cambodia and assist with the reporting of findings to government.
